Found - Looking for a Dead Air inspired story

Hi!

I'm looking for a story that I'm pretty sure uses the plotline of the episode Dead Air. I don't remember much of the story, but Ziva was definitely spying on NCIS. I think at the beginning of her joining the team, Tony had sent several requests for information to departments that never replied. Stuff like the acess Ziva should be allowed to have regarding confidencial files, should she drive agency cars and other stuff like that.

Possibly De Novo by Jilly James?

I've read many stories branching off from Dead Air, but this one has a paragraph that reads, "His first question was about the liability issues of her driving agency vehicles for official business."

This starts after Gibbs left for Mexico instead of Dead Air -- but that's also a stressor for Tony, and I know our brains often mix up details for different stories.
