It is Snowbound by TaylorGibbs and the sequel is Right Beside Me.

A snowstorm rolls in while team including Ducky and Palmer are out of town at the start of the fic. Ducky and Palmer returned to the Navy Yard as soon as they had packed up the body as the snow was just starting. McGee and David had followed an hour or so later having documented the scene and collected any evidence. Tony and Gibbs had stayed to interview any friends and family in the area.
By the the time they are in the headed back to HQ the snow is falling so heavily that visibility is greatly reduced and accumulating of the snow is slowing traffic along with reduced traction. Gibbs is white-knuckle driving but they have long way to go. Tony in the meantime is trying to get in touch with McGee. I think cell service was impacted by the weather. Traffic is stop and go and even when moving it is at a slow crawl.
