I can think of two possibilities for the series you describe.
1. Lieutenant Commander Anthony DiNozzo by Mincka83 I have a file that says it contains 14 stories that make up the series. I got them from someone else, and I've never actually finished reading the entire file, but 'd be glad to pass it along, if desired.
2. Yanagi-wa's stories on fanfiction.net In the profile it lists the reading order of the first dozen stories in the series, but there are more that posted on ffn, that aren't mentioned in this list. You just have to sort through all this author's posted stories to find them. I think there are 15 or 20 in total. Personally, I loved this series. There are a fair number of original characters, but they remain constant throughout the series, and are well-developed.
